In particular, the author deals with three legal myths that, according to him, represent the main obstacles to ameliorate this strategic field. The first one is the Pandora vase, i.e. the tendency to expand beyond any reasonable limit the notion of cultural property. The second myth is the ambiguous Chimera, i.e. the transforming and mislead concept of "enhancement" (valorizzazione). The third one is the Sisyphus punishment, which seems to afflict the Italian Ministry for Cultural Heritage and its never-ending reform process. Against these three myths, remedies can be found in a better differentiation of cultural property definition, administrative tasks, and institutional models.
