In this essay Balestracci analyses the policy of the Italian Communist Party for the immigrants in a big industrial city of the North of the country during the big wave of Italian internal migrations from the South to the North since the late 50s. In this special activity of the party played an important role the basic sections and generally the organization, like so some personality that unfortunately was unable to convince the party of the dramatic urgency of the question of the integration of the immigrants into the new urban contest.
